Skid Row recruiter will plead guilty to healthcare fraud conspiracy

Estill Mitts will plead guilty to his role in a scheme that defrauded millions from federal and state governments by using homeless people, the LA Times reports.
In a plea agreement Mitts admitted he paid homeless people to present fake conditions to three LA-area hospitals. The homeless men and women would then receive unnecessary treatments or none at all. In exchange for the business, the hospitals would pay Mitts, the article states.
On September 10, Mitts is expected to enter a guilty plea to the charges of conspiracy to commit healthcare fraud, money laundering. The three charges each carry a maximum penalty of 25 years in prison.
