OIG OKs nursing program for Medicare eligibility

St. John’s Riverside Hospital’s nursing education program met Medicare eligibility and reimbursement requirements in 2004, according to a recent Office of Inspector General (OIG)  audit.

Medicare reimburses providers for approved nursing education activities. St John’s runs a two-year hospital-based nursing education program through the Cochran School of Nursing in Yonkers, NY. For January 1 through December 31, 2004, the hospital filed a claim of $1,428,678 with Medicare for the program, according to the OIG.

Because requirements were met, the OIG had no recommendations.

The OIG came to its conclusion by:

 

  • Reviewing relevant federal laws, regulations and guidance
  • Discussing policies and procedures for determining program eligibility and allowable costs with CMS
  • Determining whether the nursing school was licensed by New York State or the program was accredited by a national professional organization; whether the hospital incurred education costs; and whether the hospital had direct control of the curriculum, instruction and training
  • Holding discussions with hospital officials regarding the administration of the program, reviewing the costs claimed by the hospital for educational activities, and verifying the reimbursable costs allowed by Medicare for the program
