Virginia claimed $5M in unallowable administrative costs for foster care

In a recent audit, the OIG found the Virginia Department of Social Services claimed Title IV-E administrative costs for foster care candidates that did not comply with federal requirements. The unallowable costs totaled more than $5 million.

The costs were unallowable because:

  • The agency's cost allocation plan did not describe the methodology used to measure, identify, and allocate the costs, which did not comply with federal regulations
  • The agency did not equitably allocate costs between Title IV-E and non-Title-IV-E programs

The OIG recommended:

  • The Virginia Department of Social Services refund $2,368,902 unallowable Title IV-E administrative costs for foster care candidates for the period April 2002 through March 2004
  • The Virginia Department of Social Services generally agreed with the OIG's findings and recommendations.
