CMS clarifies transfer component of new discharge rule

Under Medicare's new discharge notification rule, hospitals need not provide a follow-up notice if a patient is being transferred to another inpatient setting, and the transfer hospital is required to provide a patient with an initial notice only if that hospital is not part of the same facility as the first hospital, CMS told a May 29 Open Door Forum, the Bureau of National Affairs reports.
CMS organized the forum to discuss the patient discharge rule-specifically clarifying the rule's applicability to inpatient-to-inpatient transfers.
The final patient discharge rule requires hospitals to provide the revised Important Message from Medicare notice informing patients of their discharge rights within two days of admission and a follow-up copy no more than two days before discharge.
