ED patients without insurance and primary care doctors are not to blame for ED overcrowding, according to a study published by the American College of Emergency Physicians. The study challenges the common belief that ED's are clogged because of the uninsured, who account for only 15% of the population.

About 84% of frequent ED users had insurance, and 81% had a source of primary healthcare either through a doctor or a clinic, the study found.

According to a lead researcher in the study, ED's are crowded because they fill up with patients who can not get in to see their own doctor or are waiting for regular hospital beds. Other major factors include a shortage of nurses and on-call physicians, as well as significant cuts in ED funding.
