Immigrants made up 86% of the total increase in the uninsured population between 1998 and 2003. A study released by the Employee Benefit Research Institute showed that in 2003 around 26%, or 11.6 million people of the country's uninsured population were immigrants. The study showed that the majority (60%) of this population lived in California, Texas, New York, and Florida.
