VA healthcare costs increased faster than expected, says department

The Department of Veterans Affairs (VA) says it's short $1 billion in its healthcare budget. The VA attributes the shortfall to poor budget forecasting which did not consider the impact of the wars in Afghanistan and Iraq on its healthcare spending. Spending has grown by 5%, while the budget forecasts predicted it would grow by 2.5%. Veterans associations say their members have felt the effects of the shortfall and have noticed inadequate treatment and delayed appointments.
