Medicare recently launched a demonstration project aiming to lessen restrictions on homebound individuals. Currently, to be eligible for Medicare payment, homebound individuals' time away from home must be "infrequent or of short duration." Many beneficiaries don't take advantage of activities outside their home because they are afraid of losing their benefits. In this three-state demonstration, Medicare will study different strategies to promote greater independence for people with disabilities.
Massachusetts, Colorado, and Missouri are participating in the two-year project, scheduled to begin this fall. To be eligible for enrollment in the study, beneficiaries must have a permanent, severe disability that is not expected to improve.
