In a recent study that analyzed the safety net for the uninsured in ten U.S. cities, researchers conclude that 40% of ED visits not resulting in an inpatient admission could have been safely treated in a setting outside of the ED. While researchers found that primary care was available in all communities they surveyed, they say uninsured patients find the ED the best choice for care because of months-long waits for specialty care. Access to specialty and behavioral health care for the uninsured is limited and dental care is "virtually non-existent," says the study.
