CMW News: CMS declares pay-for-performance pilot a success

CMS announced last Tuesday that the hospitals participating in its Value-Based Purchasing (VBP) project have shown “dramatic across-the-board improvement.” VBP reimburses hospitals based on performance. Instead of reimbursing a set amount for services provided to a patient, this program reimburses based on a set of specific quality measures. The program was started three years ago and 250 hospitals in 36 states have been participating.

All different types of hospitals participate in the program: large and small, rural and urban, teaching and non-teaching hospitals. CMS says fifteen of the hospitals participating in the program have moved from the bottom fifth to the top fifth of hospital quality rankings in one or more clinical areas.

The measures of quality were developed by both private and government organizations and were tested by CMS, The Joint Commission, and the Agency for Health Research Quality.

CMS submitted a proposal to Congress in November of 2007 to make VBP a standard part of Medicare reimbursement nationwide. The proposal is pending legislation.
